The Government of Himachal Pradesh, on February 24, 2026, issued the Kullu Municipal Council (Registration and Control of Pet Dogs) Bye-laws, 2025
The following has been stated namely: -
• Guidelines for Breeders:-
• Breeders must register with Municipal Council Kullu.
• Maintain records of birth, death, pedigree, and vaccination.
• Maintain buyer information and ensure they understand dog care.
• Pay Rs.5,000 as one-time registration and Rs.1,500 annually per dog (in addition to regular registration fees).
• Straying Dogs:- Any registered dog found straying will be seized and kept in a designated place.
• Welfare of Dogs:- Owners must provide adequate space, food, shelter, and medical care.
