The Department of Urban Development Nagar Panchayat Gagret on January 19. 2026, issued the Nagar Panchayat Gagret (Registration and Control of Pet Dogs) Bye-laws, 2025.
The key provisions are as stated:
• Registration of Dogs
Mandatory registration for any dog kept or brought within Nagar Panchayat Gagret limits.
Registration must be done:
On or before April 1 each year, or
Within 7 days of arrival.
• Fees:
₹50 one-time registration fee.
₹50 annual license fee.
Exemption: Dogs brought for show purposes for less than one week.
Registration valid for 12 months (April 1 to March 31).
Owner must ensure vaccination before registration.
After registration, a metal ticket (collar tag) will be issued at the owner’s cost.
• Duties & Responsibilities of Dog Owners
Responsible for controlled breeding, immunization, neutering, and licensing.
Dogs without a metal tag found in public places may be removed; if unclaimed within 7 days, action will be taken by the Veterinary Public Health Officer.
A person temporarily in charge of the dog is deemed the owner in absence of the actual owner.
Owners must:
Carry disposable bags while taking dogs out.
Ensure dogs do not defecate on roads/streets/drains.
Clean and properly dispose of excreta; failing which, a fine may be imposed.
• Guidelines for Breeders
Must be registered with Nagar Panchayat Gagret.
Must maintain records of:
Pups born/died,
Pedigree,
Vaccination details,
Buyers’ details.
Must ensure buyers are knowledgeable about dog care.
Fees for breeders:
₹50 per dog (one-time registration),
₹50 per dog annual renewal fee.
This is in addition to normal registration/license fees.
• Penalties
Failure to comply (including non-registration) attracts:
₹500 fine.
Additional fine up to ₹50 per day for continued violation.
