The Municipal Council Jawalamukhi, Govt. of Himachal Pradesh on March 03, 2026, issued the Jawalamukhi Municipal Council (Registration and Control of Pet Dogs) Bye-laws, 2025.
The following has been stated:
• The bye-laws mandate compulsory registration of pet dogs above three months of age within the Municipal limits, require owners to register dogs with prescribed fees and documentation (including vaccination certificates), and impose annual licensing fees.
• Owners shall ensure control, proper care, and cleaning up after their dogs in public places, and are responsible for any damage caused.
• A maximum of two dogs per family is allowed. Provisions include registration tokens, inspection by officials, seizure of unregistered dogs, and specific guidelines for dog breeders and dog care centres, including separate registration and fee requirements.
• The bye-laws also set procedures for the disposal of deceased dogs and empower Municipal authorities to enforce compliance. Violations attract fines up to ₹5,000 with additional daily penalties for continued breaches.
