Industry Specific ComplianceThe Government of Chhattisgarh on February 26, 2026, issued amendments in the Chhattisgarh Foreign Liquor Rules, 1996.

The following amendments have been stated:

• For condition number (4) (b) of Form FL-2 (a) (Class Restaurant Bar License), the following condition number (4) (b) shall be substituted, namely:-

"(4) (b) It shall be mandatory for the licensee to lift the minimum guaranteed quantity fixed monthly. If the licensee does not lift the minimum guaranteed quantity of spirit or beer fixed for any month, the Collector may impose a penalty at the rate of Rs. 1140/- per quart bottle of spirit and Rs. 160/- per quart bottle of malt liquor on the quantity of spirit or beer less lifted, which shall not be refundable.

Explanation: Magnum bottle of Foreign Liquor (Sprint) shall be calculated in multiples of 1.30 quart bottle and pint bottle/can of Foreign Liquor (Malt) shall be calculated in multiples of 0.50 quart bottle.

• For condition number (4) (c) of Form FL-2(a) (Class Restaurant Bar Licence), the following condition number (4) (c) shall be substituted, namely:-

"(4) (c) The licensee may sell wine and ready to drink beverages (Low Alcoholic Beverages) i.e. beverages with alcohol strength up to 10% (v/v) (excluding malt) as per the requirement. However, the said quantity lifted shall not be adjusted against the annual/monthly minimum guaranteed quantity fixed for this license."

• In place of condition number (5) of Form FL-2 (a) (Class Restaurant Bar License), the following condition number (5) shall be substituted, namely:-

"(5) In addition to the EAL (Excise Adhesive Label) affixed by the concerned Foreign Liquor Unit on the liquor bottle sold in the bar, the licensee shall deposit the prescribed price of EAL (Excise Adhesive Label) for one month in the treasury as per the minimum guaranteed quantity fixed for one month for the Foreign Liquor FL.2 (a) (Level Restaurant Bar License) license, and shall obtain the supply of EAL (Excise Adhesive Label) from the office of the Excise Officer in charge of the concerned district and shall maintain a daily account by mentioning the EAL (Excise Adhesive Label) number in the prescribed register daily. Each liquor bottle supplied to the licensee permit wise shall be supplied to the bar only after the respective EAL (Excise Adhesive Label) is affixed separately at the designated place on the bottle in the liquor shop itself. The red coloured EAL (Excise Adhesive Label) is affixed on the bottle. 

Even in case the wine/ready to drink liquor is supplied by the licensee, it will be mandatory to obtain EAL (Excise Adhesive Label) for each item and paste it before supply from the liquor shop.

If the liquor is supplied by the licensee in pint bottles, then it will be mandatory to affix EAL (Excise Adhesive Label) on both the pint bottle pieces.

• In place of condition number (4) (c) of Form FL-3 (Hotel Bar License), condition number as under

(4) (c) shall be substituted, namely:—

"(4) (c) The Foreign Liquor FL-3 (Hotel Bar Licence) licence shall be issued with an EAL (Excise Adhesive Label) in addition to the EAL (Excise Adhesive Label) affixed by the concerned Foreign Liquor Unit on the bottles of liquor sold in the bar.

The license holders will deposit the fixed price of 1 month's advance EAL (Excise Adhesive Label) in the treasury as per the minimum guaranteed quantity fixed for the month, will get the EAL (Excise Adhesive Label) supplied from the office of the Excise Officer in charge of the concerned district and will maintain the daily account by mentioning the EAL (Excise Adhesive Label) number in the prescribed register every day. Each liquor bottle supplied to the licensee permit wise will be supplied only after the concerned EAL (Excise Adhesive Label) is pasted separately at the designated place on the bottle in the liquor shop itself. The EAL (Excise Adhesive Label) will be red in colour.

Even in case the wine/ready to drink liquor is supplied by the licensee, it will be mandatory to obtain EAL (Excise Adhesive Label) for each item and paste it before supply from the liquor shop.

If the liquor is supplied by the licensee in pint bottles, then it will be mandatory to affix EAL (Excise Adhesive Label) on both the pint bottle pieces.
