The Government of Karnataka on March 05, 2026, issued the Karnataka Excise (Lease of the Right of Retail Vend of Beer) (Amendment) Rules, 2026, further to amend the Karnataka Excise (Lease of the Right of Retail Vend of Beer) Rules, 1976.
The following has been amended, namely:
• The amendments replace the term “Deputy Commissioner” with “Deputy Commissioner of Excise” in Rules 3, 4, 4-A and 7, thereby clarifying the competent authority responsible for granting and administering beer retail vending leases.
• A new proviso in Rule 4 allows the Deputy Commissioner of Excise to grant leases for vending bulk beer to license holders under Forms CL-4, CL-6A, CL-7, CL-9, CL-9A, CL-17 and CL-18 issued under the Karnataka Excise (Sale of Indian and Foreign Liquors) Rules, 1968. It further provides that the related RVB licences will be auto-generated electronically after payment of the prescribed fee.
• The amendment also omits Rule 12 of the principal rules and updates Form II by replacing references to “Deputy Commissioner” with “Deputy Commissioner of Excise” for both grant and renewal of licences. These changes mainly streamline licensing authority references and enable the electronic generation of attached RVB licences.
