The National Medical Commission (NMC) on March 06, 2026, issued a notification regarding mandatory on-site physical compensation classes for online studies undertaken by foreign medical students pursuing the MBBS course at medical institutions outside India.
The following has been stated:
• The notice clarifies the conditions and sequence for granting registration to Foreign Medical Graduates (FMGs) who obtained their primary medical qualification from foreign institutions and seek to practice in India. It reiterates that FMGs shall complete the compensatory academic requirements at the same foreign medical institution, including both theoretical and practical training, and such completion shall be verified through passport records such as visa stamps and entry–exit details.
• The notice states that FMGs shall first qualify the Screening Test/FMGE, after which they must obtain provisional registration from the State Medical Council to undertake the one-year Compulsory Rotatory Medical Internship (CRMI) in India as prescribed under the CRMI Regulations, 2021. Permanent registration can only be granted after the successful completion of this internship and verification of all required documents and training requirements.
• It further directs State Medical Councils to strictly verify that all regulatory conditions—such as completion of mandatory clerkships, onsite compensation for any online study period, and internship completion—have been fulfilled before granting permanent registration. Any registration granted without ensuring compliance with these requirements will be treated as a regulatory violation.
