Industry Specific ComplianceThe Government of Haryana on February 23, 2026, issued the Haryana Jan Vishwas (Amendment of Provisions) Act, 2025.

This shall take effect from October 30, 2025.

The following has been stated:

• The Act aims to promote ease of living and ease of doing business by decriminalising certain offences and rationalising penalties under various state laws. It provides that penalties prescribed under the amended laws may increase by 10% every three years. 

• The Act also establishes a mechanism for the imposition of penalties by a competent authority with the right of appeal to an appellate authority, ensuring principles of natural justice. If the penalty amount is not paid, it can be recovered as arrears of land revenue. 

• Additionally, the Act amends provisions in several older laws (such as certain Punjab-era statutes applicable in Haryana) mainly by replacing criminal punishments with monetary penalties and updating penalty limits.
