Industry Specific ComplianceThe Directorate General of Shipping (DGS) on March 09, 2026, issued STCW Circular No. 03 of 2026 regarding the implementation of amendments to the International Convention on Standards of Training Certification and Watchkeeping for Seafarers (STCW) 1978 related to ships operating in polar waters.

The circular notifies the implementation of the 2016 amendments adopted by the International Maritime Organization (IMO) through Resolutions MSC.416(97) and MSC.417(97), which introduce mandatory basic and advanced training requirements under Regulation V/4 for seafarers serving on ships operating in polar waters. These amendments include the addition of Section A-V/4 to the STCW Code specifying competency standards.

Under the revised framework, Masters, Chief Mates, and officers in charge of navigational watchkeeping on ships operating in polar waters must complete approved basic training, while Masters and Chief Mates must additionally complete advanced training. The circular also prescribes competency standards, certification requirements, and seagoing service conditions for such training and is to be read in conjunction with earlier DGS circulars.
