The Municipal Council Nerchowk, Govt. of Himachal Pradesh on February 26, 2026, issued the Municipal Council Nerchowk (Grant of Trade License for Trade Activities, Use of Premises and Storage of Articles in a Premises) Byelaws 2025.
This shall come into force from March 09, 2026.
The following has been stated:
• The Byelaws regulate the licensing of businesses and storage activities within the municipal limits of Nerchowk under the Himachal Pradesh Municipal Act, 1994. The byelaws make it mandatory for any person operating a trade, business, or storage activity in municipal premises to obtain a trade license from the Executive Officer, with licenses issued for periods ranging from 1 year to a maximum of 15 years.
• The byelaws prescribe procedures for grant, renewal, transfer, modification, and closure of trade licenses, including automatic renewal on payment of fees and penalties for delayed renewal. They also introduce temporary trade licenses for fairs, festivals, and events (1–30 days) and specify separate permission fees for film shooting within municipal limits.
• A fee structure based on the scale of business (small, medium, large), trade type, and zone category has been introduced, with areas classified into Zone A, B, and C, where higher-priority commercial areas attract higher license fees. The byelaws also require applicants to provide self-declarations about premises, maintain records, and comply with municipal regulations and inspections.
• The regulations further establish penalties for violations, including fines, suspension, or cancellation of licenses, and introduce a cross-municipal compliance mechanism, where defaulters of municipal services such as property tax, water, or garbage collection may be restricted from obtaining or renewing trade licenses until dues are cleared.
