The Government of Odisha January 13, 2026, issued MMSBY – Installation of Smart Meters Phase-I” Scheme for Free Smart Meter Deployment.
The Government of Odisha has launched a scheme called MMSBY – Installation of Smart Meters Phase‑I to accelerate the adoption of smart meters in the state. Under this initiative, the government will provide 100% financial assistance for installing smart meters for electricity consumers with Contract Demand (CD) up to 2 kW. Based on the tariff order issued by the Odisha Electricity Regulatory Commission (OERC) on 24 March 2025, meter rent for these consumers has been abolished. To support the program, the state government has allocated a one-time grant of ₹735 crore for FY 2025–26.
The scheme will fund the installation of smart meters for about 2.78 lakh new connections and replacement of around 8.75 lakh existing non-smart meters. It will also cover the unrecovered cost (Written Down Value) of smart meters already installed before 31 March 2025. The initiative aims to accelerate smart metering without adding financial burden on small consumers, while improving billing efficiency, reducing AT&C losses, lowering consumer complaints, and enabling better power system planning using real-time data.
The funding will be treated as state capital expenditure and provided to GRIDCO and the state DISCOMs as deferred equity. The Energy Department of Odisha will own the smart meter assets, while DISCOMs will operate and maintain them. The scheme also supports renewable energy initiatives such as PM‑KUSUM and PM Surya Ghar, and any revenue from scrapped old meters will be treated as non-tariff income in the Annual Revenue Requirement (ARR).
