The Government of Meghalaya on February 25, 2026, issued the Indian Institute of Public Health Shillong Bill 2026.
The following has been stated:
• The bill seeks to establish the Indian Institute of Public Health Shillong as an institution of national importance dedicated to education, research, and training in the field of public health. The Bill provides for the incorporation of the institute as a statutory body with perpetual succession and a governing structure consisting of a Board of Governors, Director, and other authorities to oversee administration, academic functions, and policy decisions.
• The Bill empowers the institute to provide postgraduate and doctoral education, undertake research, offer training, and grant degrees, diplomas, and other academic distinctions in public health and related disciplines. It also allows the institute to collaborate with national and international organisations, establish campuses, create academic departments, and undertake capacity-building programmes to strengthen public health systems.
• Further, the legislation lays down provisions relating to funding, accounts, audit, staff appointments, and service conditions, including grants from the Central Government. It also authorises the institute to frame statutes, ordinances, and regulations for governance, academic standards, and operational matters to ensure effective functioning and advancement of public health education and research in India.
