The Government of Odisha, on January 22, 2026, notified the Odisha Excise (Amendment) Rules, 2025, further to amend the Odisha Excise Rules, 2017.
The following has been stated: -
•Under Rule 153 Licensed IMFL bottling units in the state can now tie up with manufacturers or brand owners outside the state to compound, blend, and bottle liquor on their behalf, subject to government-determined fees.
•Similarly, licensed breweries may partner with out-of-state beer manufacturers or brand owners to brew and bottle beer, with the required fee payable before stock is moved to bonded warehouses.
They shall come into force on January 22, 2026.
