The Fisheries & Animal Resources Development Department, Government of Odisha (FARD) on February 5, 2026, issued a notification prohibiting the use, transport, storage, sale and feeding of poultry offal, slaughterhouse wastes, carcasses and other raw animal-origin wastes in aquaculture across the State.
The order has been issued following representations from animal welfare organisations, fish farmers’ associations and other stakeholders regarding the practice of feeding such wastes to fish in aquaculture farms. The department observed that unprocessed animal-origin wastes generated in urban and peri-urban areas were being transported to aquaculture units and used as feed or feed supplements, raising concerns over biosecurity, food safety and environmental protection.
Accordingly, the State Government has imposed a prohibition on these practices in the interest of public health, environmental safety and maintaining the market credibility of aquaculture products from Odisha. The notification also provides for institutional and enforcement measures to ensure compliance with the order.
