The Securities and Exchange Board of India (SEBI) on March 12, 2026, issued a Consultation Paper on Ease of investing - Simplification of documentation requirement for transmission of securities and revision in threshold limits for simplified documentation.
The following has been stated: -
•Securities and Exchange Board of India (SEBI) has proposed simplifying the transmission process of securities after the death of an investor to make claims easier for nominees and legal heirs.
•New threshold limits are proposed: straight-through processing for very small claims and higher limits for simplified documentation (e.g., ₹10,000–₹30,000 thresholds for demat/physical holdings and up to ₹30 lakh for simplified cases).
•In nomination cases, only minimal documents like the transmission request form, client master list, death certificate, and ID proof of the nominee will be required.
•For cases without nomination or will, a risk-based documentation framework is introduced with simplified requirements for smaller claims and standard legal documents for higher-value claims.
•The proposal also standardizes claim submission procedures, allows additional overseas death-proof certifications, and requires entities to settle transmission claims within 21 days after receiving all documents.
•The comments/suggestions should be submitted by April 02, 2026.
