The Andhra Pradesh Electricity Regulatory Commission (APERC) on February 26, 2026, issued the notification regarding the Clarification on Classification of Illegal Restoration of Electricity Supply During Disconnection Period (LT & HT Services)
The following has been stated namely: -
• APEPDCL requested clarification on how to classify illegal restoration of electricity supply during the disconnection period for LT and HT services, referring to provisions in the GTCS inspection checklist.
• Earlier provisions classified it differently:
o LT Services: Appendix III, Sl.No.14 – Unauthorized Use of Electricity
o HT Services: Appendix IV-B, Sl.No.14(6) – Theft of Energy
• This difference created scope for varied interpretations during field inspections, even though the nature and outcome of the activity are the same in both LT and HT cases.
• The Commission clarified that illegal restoration of supply during the disconnection period should be treated as “Unauthorized Use of Electricity” for both LT and HT services.
• In Appendix IV-B (HT Inspection Report), Sl.No.14(6) under Indicative of Theft is deleted and added under “Indicative of Unauthorized Use of Electricity” as Sl.No.4.
