The Government of Uttar Pradesh, on March 10, 2026, issued a draft notification proposing the Uttar Pradesh Industrial Relations Rules, 2026 under Section 99 of the Industrial Relations Code, 2020 read with Section 24 of the General Clauses Act, 1897. The draft has been published to invite objections and suggestions from stakeholders following the operationalisation of the Code by the Central Government.
The State Government noted that earlier Uttar Pradesh Industrial Relations Rules, 2021 were finalized but not enforced due to the Code not being in force at that time. With the Code now operational and draft Central Rules, 2025 issued, the State proposes to frame fresh rules to ensure alignment. The draft rules also propose to supersede earlier frameworks including the Industrial Employment (Standing Orders) Rules, 1946, Trade Union Regulation, 1927, Industrial Disputes (U.P.) Rules, 1976, and the 2021 Rules.
These draft rules will apply across Uttar Pradesh and will come into force upon final publication in the Official Gazette. Stakeholders may submit objections or suggestions within 30 days to the Labour Department, after which the rules will be finalized to establish a uniform industrial relations framework in the State.
