Industry Specific ComplianceThe Directorate General of Shipping (DGS) on March 09, 2026, issued the notification regarding the Implementation of the 2016 amendments to the STCW Convention and Code relating to Regulation V/2 – Training and Certification requirements for personnel on passenger ships.

The following has been stated namely: -

• Directorate General of Shipping has implemented 2016 amendments to the STCW Convention issued by International Maritime Organization for passenger ship personnel.

• New competency standards include crowd management and crisis management & human behaviour training, detailed in Annexures A and B.

• Mandatory training requirements cover emergency familiarization, passenger safety, crowd management, crisis management, and Ro-Ro ship safety training.

• Existing certifications under DGS Training Circular No. 05 of 2016 remain valid if compliant with current norms.

• Compliance is mandatory for all maritime stakeholders, and non-compliance may lead to action under the Merchant Shipping Act and STCW Rules.
