EHS ComplianceThe Punjab Pollution Control Board (PPCB) on April 09, 2026, issued revised directions to the Revenue Authorities and to the Punjab State Power Corporation Ltd. to allow the execution of sale deeds and the electricity connection of common people in respect of erring housing projects, residential colonies and commercial projects etc.

The Punjab Pollution Control Board (PPCB) had previously issued directions to revenue authorities and Punjab State Power Corporation Ltd (PSPCL) to restrict sale deed registrations and electricity connections in housing projects, residential colonies, and commercial projects violating environmental norms. However, recognising that innocent buyers — who had invested their savings without knowledge of the violations committed by project proponents — were being adversely affected, the Board constituted a Senior Engineers' Committee to review the matter. The committee noted that the Right to Electricity is an integral part of the Right to Life under Article 21 of the Constitution, and that restricting common people from sale deeds and electricity was causing undue hardship.

Based on the committee's recommendations, the Board has now issued a revised order superseding all earlier office orders (dated 20.11.2023, 22.05.2024 & 27.03.2025). Innocent buyers of plots, flats, houses, and shops in erring projects will now be allowed sale deed registration and electricity connections. However, these reliefs will not extend to project proponents, directors, partners, proprietors, or owners of the erring projects, against whom restrictions will continue and prosecution cases will be filed under the Water and Air Pollution Control Amendment Acts, 2024. Additionally, any erring project proponent seeking fresh Consent to Establish for a new project will first be required to ensure compliance in their existing defaulting project.
