Commercial ComplianceThe Bureau of Energy Efficiency (BEE) on April 15, 2026, issued the Draft Bureau of Energy Efficiency (Energy Audit and Energy Accounting in Electricity Distribution Companies) Regulations, 2026.

The following has been stated:

• The regulations apply to all DISCOMs designated as consumers. Key provisions mandate that every DISCOM shall conduct an annual energy audit through an accredited energy auditor for each financial year and submit the report within four months after year-end in a prescribed format. 

• Additionally, DISCOMs are required to carry out quarterly energy accounting through their energy manager and submit reports within 45 days of each quarter.

• The regulations emphasize monitoring and verification, requiring auditors to ensure data accuracy and identify areas of energy loss, inefficiency, or wastage, enabling corrective actions. DISCOMs shall also maintain proper records related to audits and accounting and provide them to authorities when required.

• Detailed reporting formats (Annexures) are prescribed, covering consumer profiles, metering status, energy input/output, distribution losses, transformer details, and division-wise loss analysis, ensuring uniformity and transparency in energy performance assessment.
