The Arunachal Pradesh State Electricity Regulatory Commission (APERC) on January 12, 2026, notified the Arunachal Pradesh State Electricity Regulatory Commission (Compensation to victims of Electrical Accidents) Regulations, 2026.
The following has been stated: -
•The Arunachal Pradesh State Electricity Regulatory Commission (Compensation to Victims of Electrical Accidents) Regulations, 2026 apply across the state to all generation companies (including captive plants) and transmission/distribution licensees.
•They define key terms such as electrical accident, beneficiary, and dependents, and mandate strict adherence to safety standards under the Electricity Act, 2003, and Central Electricity Authority regulations.
•Licensees and generating companies are held strictly liable to pay compensation for death or injury caused by electrical accidents, irrespective of fault, except in cases like suicide or external causes. Compensation is fixed at ₹25 lakh for death, up to ₹10 lakh for severe disability, and specified amounts for injuries and loss of animals/birds, subject to conditions and certification.
•The regulations also prescribe reporting, enquiry, and claim procedures, including timelines for accident reporting and investigation by Electrical Inspectors.
•They clarify that compensation under these regulations is in addition to other legal remedies, empower the Commission to revise compensation, and provide flexibility to issue directions, remove difficulties, and amend provisions as needed.
These Regulations shall come into force on January 12, 2026.
