The Delhi Pollution Control Committee (DPCC), on April 17, 2026, has issued a Standard Operating Procedure (SOP) for enforcement of noise pollution control measures and implementation of the compensation regime under the Noise Pollution (Regulation and Control) Rules, 2000 framed under the Environment (Protection) Act, 1986.
The SOP lays down a structured mechanism for complaint handling, monitoring, inspection, and enforcement across Delhi. It mandates recording of complaints, noise monitoring within prescribed timelines, inspection in presence of stakeholders, and comparison with ambient noise standards. In case of violations, reports are to be forwarded to designated authorities, with provisions for seizure of equipment and follow-up actions.
Further, the SOP provides for imposition and recovery of Environmental Compensation (EC) for violations, along with clear roles for authorities like DPCC, SDM, and Police. It ensures uniform enforcement, data monitoring, and public grievance redressal, and comes into immediate effect, superseding earlier procedural orders.
