Secretarial ComplianceThe Multi-Commodity Exchange Clearing Corporation Limited (MCX) on April 30, 2026, issued the Master Circular – Computer to Computer Link (CTCL).

The following has been stated:

• It lays down the framework for approval, deployment, and monitoring of CTCL software, whether procured from empanelled vendors, developed in-house, or accessed through Application Service Providers. 

• The circular specifies registration and approval requirements, system audit obligations, cybersecurity and risk controls, and compliance with exchange-prescribed technical standards. 

• It also mandates controls over user access, algorithmic trading, audit trails, and system logs, ensuring traceability and prevention of misuse. Members are required to regularly update systems, participate in mock trading sessions, and report issues such as cyber incidents or technical glitches. 

• Additionally, the circular emphasizes ongoing compliance, record maintenance, and regulatory reporting, and clarifies that it supersedes earlier CTCL-related circulars while consolidating all applicable provisions into a single reference framework for effective technology governance and secure trading operations.
