Industry Specific ComplianceThe Government of Karnataka, on April 29, 2026, issued a draft notification proposing the Karnataka Excise (Excise Duties and Fees) (Second Amendment) Rules, 2026 under Section 71 of the Karnataka Excise Act, 1965. The draft has been published for stakeholder consultation, inviting objections and suggestions within seven days from its publication in the Official Gazette.

The draft introduces the concept of an “Excise Registry,” a centralized electronic database for compliance under the Act. It mandates online declaration of declared price and revised declared price (Forms DP and DRP), as well as maximum retail price and revised MRP (Forms MRP and RMRP), by licensees such as distilleries, breweries, wineries, distributors, and bonded warehouses. The system will auto-generate acknowledgements, and prices will become effective automatically from the next day of online submission.

Additionally, the amendment prohibits sale or export of liquor unless brand labels and prices are duly declared and recorded in the Excise Registry. It also revises forms to align with the digital system, removing manual effective-date entries and replacing them with system-generated acknowledgements.
