The Government of Haryana on April 24, 2026, notified the Capital Subsidy Scheme Guidelines for Setting up Incubators under Haryana State Startup Policy 2022.
The Government of Haryana has introduced the Capital Subsidy Scheme Guidelines under the Haryana State Startup Policy 2022 to strengthen the startup ecosystem by supporting the establishment of incubators. The scheme aims to provide financial assistance to eligible host institutes for creating incubation centres that offer infrastructure, mentorship, prototyping facilities, networking opportunities, and training to startups, thereby promoting innovation and entrepreneurship in the state.
Under the scheme, capital subsidy is provided as a percentage of investment (excluding land cost). Government host institutes can receive up to 50% of capital investment subject to ₹2 crore, while private host institutes are eligible for up to 50% subject to ₹1 crore, with an overall annual cap of ₹5 crore for private entities. The subsidy can only be partially used (up to 25%) for building construction. The scheme excludes expenses such as land cost, operational expenses, old machinery, and recurring expenditures.
Eligible applicants include government bodies and registered private entities such as companies, LLPs, and societies. Applicants must obtain necessary approvals, register their incubator with Startup Haryana, and apply online for in-principle approval. The proposal is evaluated by an Evaluation & Approval Committee, and funds are disbursed in three stages (50%, 30%, and 20%) based on progress and utilization certificates. Failure to meet requirements or performance standards may lead to discontinuation of support.
The scheme is effective from its notification date and will remain operational until July 6, 2027. It requires incubators to be operational within 3 years and continue functioning for at least 5 years. Strict compliance, auditing, and reporting requirements are imposed, and misuse of funds or false claims can result in penalties, including refund with interest and legal action. The scheme ensures accountability while fostering a sustainable startup ecosystem in Haryana.
