The Government of Haryana on April 24, 2026, notified the Stamp Duty & Registration Reimbursement Scheme Guidelines for Incubators under Haryana State Startup Policy 2022.
The Government of Haryana has introduced the “Stamp Duty & Registration Reimbursement Scheme Guidelines” to support incubators registered under the Haryana State Startup Policy 2022. The scheme aims to promote the development of incubation infrastructure by reimbursing costs associated with stamp duty and registration, thereby enhancing ease of doing business and strengthening the startup ecosystem in the state.
Under the scheme, eligible incubators are entitled to 100% reimbursement of stamp duty and registration fees incurred on the purchase or lease of land/office space. This benefit is available after the commencement of commercial operations and must be claimed within 5 years from the date of purchase or lease. The scheme covers expenses incurred between July 7, 2022 and July 6, 2027, aligning with the policy period.
To qualify, incubators must be registered with Startup Haryana, operate from commercial or industrial areas, and begin operations within the stipulated timeframe. In case of leased premises, the agreement must be valid for at least 5 years. Applicants must also comply with statutory requirements and should not have availed similar benefits under other government schemes. Applications are submitted online and processed within defined timelines, with provisions for rectifying deficiencies.
The scheme ensures accountability through strict compliance, verification, and audit mechanisms. Any misuse, false claims, or fraudulent activity will result in penalties, including refund of the assistance with interest and legal action. Overall, the scheme provides financial relief to incubators and encourages infrastructure development to foster a sustainable startup ecosystem in Haryana.
