The Government of Haryana has introduced the “Mentoring Assistance Scheme Guidelines” to support incubators under the Haryana State Startup Policy 2022. The scheme aims to strengthen the startup ecosystem by providing financial assistance to incubators for organizing mentorship programs, thereby enhancing entrepreneurial capabilities, knowledge sharing, and innovation in the state.

Under the scheme, mentoring assistance up to ₹2.5 lakh per incubator is provided to government-owned, supported, or sponsored incubators, subject to an overall cap of ₹25 lakh per financial year. The assistance is granted only after obtaining prior in-principle approval and is strictly meant for mentoring-related expenses such as mentor fees. Eligible incubators must conduct at least 10 mentoring sessions annually and ensure payments are made through official banking channels.

To qualify, incubators must be registered with Startup Haryana, be operational at the time of application, and meet all statutory requirements. Applications are submitted online and evaluated by an Evaluation & Approval Committee based on defined criteria such as incubator performance, impact, mentor network, and proposed mentorship programs. A minimum score of 60% is required for eligibility. The scheme includes a structured process for approval and reimbursement, with funds disbursed after successful completion of mentoring activities.

The scheme remains valid until July 6, 2027, and includes strict compliance, reporting, and audit provisions. Any misuse, false claims, or fraudulent activity will attract penalties, including refund of assistance with interest and legal action. Overall, the scheme promotes capacity building and strengthens the support system for startups through structured mentoring initiatives in Haryana.
