Industry Specific ComplianceThe Government of Haryana on April 24, 2026, notified the Startup Competition Assistance Scheme Guidelines under Haryana State Startup Policy 2022.

The Government of Haryana has introduced the “Startup Competition Assistance Scheme Guidelines” under the Haryana State Startup Policy 2022 to promote entrepreneurship and strengthen the startup ecosystem. The scheme aims to support incubators in organizing startup competitions, fests, and events, particularly within educational institutions, to encourage innovation, idea validation, and entrepreneurial culture among students and early-stage startups.

Under the scheme, financial assistance up to ₹20 lakh per event is provided to eligible incubators established in Institutes of National Importance, Central Universities, and State Universities in Haryana. The assistance is granted only after obtaining prior in-principle approval and is reimbursed post completion of the event. The scheme is designed to support annual startup competitions that contribute to ecosystem development and infrastructure augmentation.

To be eligible, incubators must be registered with Startup Haryana, be operational at the time of application, and be located within qualifying institutions in Haryana. They must also ensure compliance with requirements such as Haryana Udhyam Memorandum (if applicable), proper financial transactions through official banking channels, and visible branding of Startup Haryana in all event-related materials.

Applicants are required to submit an online application at least 45 days prior to the event along with a detailed proposal covering objectives, participants, estimated expenditure, and expected outcomes. Eligible expenditure includes costs related to awareness and communication, infrastructure, human resources, logistics, prizes, and other event-related activities. Applications are evaluated by an Evaluation & Approval Committee, which decides the approval and quantum of assistance.

Post-event, incubators must apply for reimbursement within 3 months, along with certified expenditure statements and supporting documents. The scheme remains valid until July 6, 2027, and includes provisions for delay condonation, grievance redressal, and strict penalties in case of misuse, including refund with interest and legal action.

Overall, the scheme fosters innovation and entrepreneurial engagement by enabling incubators to organize impactful startup competitions and build a vibrant startup ecosystem in Haryana.
