The Government of Haryana on April 24, 2026, notified the Electricity Duty Reimbursement Scheme Guidelines under Haryana State Startup Policy 2022.
The Government of Haryana has introduced the “Electricity Duty Reimbursement Scheme Guidelines” under the Haryana State Startup Policy 2022 to support incubators by reducing operational costs and encouraging the development of incubation infrastructure. The scheme aims to promote a sustainable startup ecosystem by reimbursing electricity duty expenses incurred by eligible incubators.
Under the scheme, 100% reimbursement of electricity duty is provided for varying durations based on the location category of the incubator: 12 years for ‘D’ category blocks, 10 years for ‘C’ category blocks, and 7 years for ‘B’ category blocks. The categorization is as per the Haryana Enterprises & Employment Policy 2020. The benefit is applicable only to incubators that have commenced commercial operations on or after July 7, 2022, and reimbursement is provided on the actual electricity duty paid.
To be eligible, incubators must be registered with Startup Haryana, be operational at the time of application, and comply with statutory requirements such as NOC/CLU approvals. The incubator must have a dedicated electricity connection in its own name, and payments must be made through official channels. Additionally, applicants must not avail similar benefits under any other Central or State Government scheme.
Applications must be submitted online through the Industries & Commerce Department portal along with required documents. Eligible incubators must apply within 6 months from the end of the financial year in which the expense is incurred or within 3 months of notification, whichever is later. Applications are processed within defined timelines, and approved assistance is credited directly to the incubator’s bank account.
The scheme is effective from the date of notification and will remain in force until July 6, 2027, unless modified or discontinued earlier. It includes provisions for delay condonation, grievance redressal, and strict penalties for misuse, including refund of benefits with interest and legal action.
Overall, the scheme provides long-term financial relief to incubators by lowering electricity-related operational costs, thereby supporting infrastructure growth and fostering innovation in Haryana’s startup ecosystem.
