The Government of Haryana on April 24, 2026, notified the Assistance for Establishing New or Upgrading Incubation Centres in Government Universities & Institutions Scheme Guidelines under Haryana State Startup Policy 2022.
The Government of Haryana has introduced the “Assistance for Establishing New or Upgrading Incubation Centres in Government Universities & Institutions” scheme under the Haryana State Startup Policy 2022 to strengthen the startup ecosystem by promoting the creation and enhancement of incubation infrastructure in government institutions. The scheme aims to support government entities in setting up new incubators and upgrading existing ones to provide comprehensive support to startups.
Under the scheme, financial assistance up to ₹50 lakh per incubator is provided for establishing new incubation centres. Additionally, ₹20 lakh per year for 5 years is granted as recurring support, and up to ₹10 lakh is available for upgrading existing incubators with advanced technologies such as IoT, AI, FinTech, and Robotics. However, only up to 25% of the assistance can be used for construction-related expenses, and certain costs such as land, salaries, operational expenses, and previously owned equipment are excluded.
Eligible entities include Central/State Government departments, universities, and government institutions that meet statutory requirements such as NOC/CLU approvals. The incubators established under this scheme are expected to provide essential services such as plug-and-play infrastructure, mentorship, prototyping facilities, training, networking, and startup support programs.
Applicants must obtain prior in-principle approval before incurring any expenditure and apply online through the Industries & Commerce Department portal. The approved financial assistance is disbursed in three tranches (50%, 30%, and 20%), subject to submission of utilization certificates and progress reports. The incubator must be operational within 3 years and continue operations for at least 5 years, failing which penalties may apply.
The scheme is valid until July 6, 2027, and includes provisions for monitoring, audits, branding requirements, and compliance. It also provides mechanisms for delay condonation, grievance redressal, and strict penal action in case of misuse, including refund of assistance with interest and legal consequences.
Overall, the scheme plays a critical role in building robust incubation infrastructure within government institutions, thereby fostering innovation, entrepreneurship, and sustainable startup growth in Haryana.
