The Government of Haryana on April 24, 2026, notified the Assistance for New Startup Warehouse / Innovation Campus Scheme Guidelines under Haryana State Startup Policy 2022.
The Government of Haryana has introduced the “Assistance for New Startup Warehouse / Innovation Campus” scheme under the Haryana State Startup Policy 2022 to strengthen the startup ecosystem by establishing world-class infrastructure and support systems. The scheme aims to assist Government Departments, entities, and recognized Industry Associations in setting up Startup Warehouses or Innovation Campuses across the state.
The primary objective is to create a holistic and sustainable startup ecosystem by providing plug-and-play infrastructure, mentorship, prototyping facilities, training, networking opportunities, and industry-academia linkages. These centres are expected to support startups in developing scalable and profitable business models while fostering innovation and collaboration.
Under the scheme, financial assistance includes up to ₹4 crore for capital expenditure and ₹1 crore per year for 3 years as recurring support at identified locations such as Panchkula, Hisar, and other potential areas. Industry Associations establishing such centres independently will receive reimbursement after incurring expenditure and commencing operations. Additionally, recurring support is extended for existing incubation facilities like the Innovation and Startup Hub at HARTRON, Gurugram.
Certain exclusions apply, including cost of land, salaries, operational expenses, administrative costs, loan dues, and pre-owned or second-hand equipment, which are not eligible under capital expenditure.
Eligible applicants include:
Government Departments, Boards, Corporations, and statutory bodies
Industry Associations with at least 5 years of existence and relevant experience in managing startup or innovation centres
Applicants must obtain in-principle approval before incurring capital expenditure and apply through the online portal of the Industries & Commerce Department. The assistance is disbursed in three tranches (50%, 30%, and 20%), subject to utilization certificates and progress reports. Reimbursement for industry bodies is also linked to verified expenditure.
The Startup Warehouse/Innovation Campus must be:
Operational within 3 years of approval
Maintained for at least 5 years of commercial operations
The scheme includes strict compliance requirements such as maintaining separate audited accounts, mandatory branding (“Supported by Startup Haryana”), and audit/inspection provisions by the government.
Applications must be submitted within the policy period ending July 6, 2027. The Evaluation & Approval Committee reviews proposals, and final sanction is granted by the Director/Director General of Industries & Commerce Department, Haryana.
The scheme also provides provisions for delay condonation, grievance redressal, and interpretation by the Administrative Secretary. In case of misuse or fraudulent claims, penal action includes refund of assistance with 12% interest, legal action, and debarment from future schemes.
Overall, this scheme plays a crucial role in building large-scale startup infrastructure and promoting innovation-driven economic growth in Haryana.
