The Government of Haryana on April 24, 2026, notified the Mobile Application Development Centre Scheme Guidelines under Haryana State Startup Policy 2022.
The Government of Haryana has introduced the “Mobile Application Development Centre” scheme under the Haryana State Startup Policy 2022 to promote innovation, entrepreneurship, and technological advancement in the mobile application sector. The scheme aims to establish dedicated centres that provide startups and developers with access to advanced tools, infrastructure, and mentorship, thereby accelerating the growth of mobile app-based businesses and strengthening the state’s digital economy.
Under the scheme, financial assistance up to ₹4 crore for capital expenditure is provided to Government Departments or entities for setting up Mobile Application Development Centres in collaboration with recognized industry bodies such as IAMAI, universities, or other suitable partners. Additionally, ₹1 crore per year for 3 years is provided as recurring support in locations like Panchkula, Hisar, and other identified areas in Block ‘C’ and ‘D’. For Industry Associations setting up such centres independently, the support is provided on a reimbursement basis after expenditure and commencement of operations.
Certain exclusions apply, including cost of land, salaries, operational expenses, administrative costs, loan dues, and pre-owned or second-hand equipment, which are not eligible under capital expenditure.
Eligible applicants include:
Government Departments, Boards, Corporations, and statutory bodies
Industry Associations with at least 5 years of existence and experience in operating similar centres
Applicants must obtain in-principle approval before setting up the centre and apply through the online portal of the Industries & Commerce Department. The approved capital assistance is disbursed in three tranches (50%, 30%, and 20%), subject to submission of utilization/expenditure certificates and progress reports. Subsequent tranches are released only after proper utilization of previous funds.
The centre must be:
Established within 3 years from approval
Operational for at least 5 years, failing which penalties may apply
The scheme mandates compliance requirements such as maintaining separate audited accounts, mandatory government branding, and allowing inspections/audits by authorities. It also requires a formal closure plan in case of discontinuation.
Applications must be submitted within the policy period ending July 6, 2027. The Evaluation & Approval Committee reviews proposals, and final sanction is granted by the Director/Director General of Industries & Commerce Department, Haryana.
The scheme also includes provisions for delay condonation, grievance redressal, and interpretation by the Administrative Secretary. In case of misuse or fraudulent claims, penalties include refund of assistance with 12% interest, legal action, and debarment from future government schemes.
Overall, this scheme aims to create a strong ecosystem for mobile application innovation by providing infrastructure, funding, and institutional support to startups in Haryana.
