The Directorate General of Foreign Trade (DGFT) on April 30, 2026, issued notification on Modalities for Export of Wheat under DGFT Authorization Mechanism.
The Directorate General of Foreign Trade (DGFT), under the Foreign Trade Policy 2023, has prescribed detailed modalities for application, allocation, and processing of export authorizations for wheat exports of 25 Lakh Metric Tonnes (LMT) as notified by the Government of India.
Application Process:
Eligible exporters with a valid Importer Exporter Code (IEC) must apply online through the DGFT portal within the specified window from May 1, 2026 to May 10, 2026. Applications submitted through any other mode or outside this period are not accepted. The issued export authorization is valid for 6 months, non-transferable, and usable only by the allotted IEC holder.
Allocation Mechanism:
A Special Exim Facilitation Committee (SEFC) is responsible for recommending allocations. The total quantity of 25 LMT is distributed as follows:
• 18 LMT: Allocated to exporters with a minimum average annual export turnover of ₹150 crore (last 3 years) and a minimum application quantity of 50,000 MT
• 5 LMT: Reserved for State Trading Enterprises and Cooperative Societies
• 2 LMT: Allocated to MSME exporters applying for at least 10,000 MT
Allocation decisions are based on export history and confirmed export orders/contracts submitted at the time of application.
Re-allocation & Review:
After 3 months, SEFC reviews export performance. Unutilized quantities, especially where exports are below 50% of allocation, may be re-allocated to other eligible applicants.
Documentation Requirements:
Applicants must submit:
• Confirmed export orders/contracts
• Export performance data for the past 5 financial years
• Chartered Accountant certificate with valid UDIN
Disqualification Conditions:
Applications will be rejected if they:
• Do not meet minimum quantity criteria
• Are submitted offline or outside the time window
• Contain misdeclarations
• Are duplicate submissions by the same IEC holder
Compliance & Reporting:
Exporters must submit monthly progress reports by the 5th of every month. Non-compliance may attract action under the Foreign Trade (Development & Regulation) Act, 1992.

This Public Notice ensures a structured, transparent, and performance-based allocation system for wheat exports, promoting efficient utilization of the permitted export quota.
