The Haryana Labour Department (HLD), on May 04, 2026, issued a notification exempting establishments in Haryana from registration or intimation requirements under Sections 13 and 13A of the Haryana Shop and Commercial Establishments Act, 1958, where such establishments are registered under Section 3 of the Occupational Safety, Health and Working Conditions Code, 2020 after finalisation of the Haryana Rules. The move aims to eliminate duplication in registration and compliance processes.
The exemption applies to all establishments covered under the Shops and Commercial Establishments Act, provided they obtain registration under the OSH Code, 2020 framework. However, this is a limited exemption only from the requirement of registration/intimation of business commencement, and does not extend to other regulatory obligations under the Act.
Establishments must continue to comply with all other applicable provisions of the Haryana Shop and Commercial Establishments Act, 1958, insofar as they are not inconsistent with the OSH Code, 2020. This step is part of broader labour law rationalisation to streamline compliance and reduce regulatory overlap.
