The Directorate General of Civil Aviation (DGCA) on May 04, 2026, issued a Draft Civil Aviation Requirement Section 5 – Air Safety Series ‘F’ Part VI Issue 1 Revision 0, XX March 2026 on Establishment of Flight Safety Documents System.
The following has been stated:-
•The Directorate General of Civil Aviation (DGCA) has issued a Civil Aviation Requirement mandating the establishment of a Flight Safety Documents System (FSDS) for all air transport operators.
•FSDS is an integrated set of operational documents, including manuals and procedures, designed to ensure safe and efficient flight and ground operations.
•Operators must develop, organize, validate, and maintain these documents systematically, ensuring consistency with regulations, manufacturer guidelines, and human factors.
•The system should categorize information based on urgency and usability, with critical data easily accessible, and include proper validation before implementation.
•Operators are required to monitor usage, maintain updated records through a Master Manual Register, and appoint a nodal officer responsible for compliance and periodic review.
•Additionally, standardized documentation practices, effective revision control, timely distribution, removal of obsolete data, and a feedback mechanism are essential for continuous improvement and operational safety.
