The Labour Department, Govt. of Haryana on May 04, 2026, issued the Draft Haryana Occupational Safety, Health and Working Conditions Rules, 2026.
The following has been stated:
• The rules apply broadly to factories, construction activities, contract labour, and other notified establishments, and introduce a system of electronic registration, licensing, and compliance for employers.
• They lay down detailed responsibilities of employers to ensure safe working environments, including risk assessment, safety measures, provision of protective equipment, and maintenance of hygienic conditions such as drinking water, sanitation, canteens, crèches, and first-aid facilities.
• The draft rules also mandate medical examinations of workers, safety audits, and periodic inspections, along with proper maintenance of registers, records, and returns in prescribed formats. They regulate working hours, leave, and welfare provisions, and include special protections for women workers, contract labour, and inter-state migrant workers, ensuring non-discrimination and safer working conditions.
• Employers are required to provide appointment letters, ensure compliance with maximum working hours (generally 48 hours per week), and display statutory information at workplaces.
• Further, the rules strengthen enforcement by prescribing penalties for non-compliance, promote digitalisation to reduce procedural burden, and aim to balance ease of doing business with worker protection.
