The Meghalaya State Pollution Control Board (MSPCB) on April 23, 2026, issued notification regarding the EPR Registration Mandated for Non-Ferrous Metal Scrap under Amended Waste Rules.
The Ministry of Environment Forest & Climate Change has notified the Hazardous and Other Waste (Management and Transboundary Movement) Amendment Rules, 2025, introducing Extended Producer Responsibility (EPR) for scrap of non-ferrous metals. These rules, effective from April 1, 2026, aim to ensure environmentally sound management of production, recycling, and disposal processes.
Under the rules, all stakeholders—including manufacturers, producers, collection agents, refurbishers, and recyclers—are required to register on the portal of the Central Pollution Control Board to obtain EPR authorization.
Collection agents are specifically tasked with collecting end-of-life non-ferrous metal scrap from various sources and supplying it to registered recyclers, while also uploading relevant data on the portal.
Authorities have directed all concerned entities in Meghalaya, whether operational or under establishment, to complete registration on the CPCB portal and obtain EPR authorization to ensure compliance with the new regulatory framework.
