The Assam Pollution Control Board (APCB) on March 11, 2026, issued a notification regarding the mandatory submission of GST No Dues Certificate for the renewal of Consent to Operate (CTO)/Consolidated Consent and Authorisation (CCA) in respect of Brick Manufacturing Units, Stone Crushers, and Sand Mahals.
The following has been stated:-
•The Assam Pollution Control Board has mandated GST compliance verification for renewal of Consent to Operate (CTO) or Consolidated Consent and Authorisation (CCA) for brick units, stone crushers, and sand mahals.
•This follows directions from the Commissioner of Taxes, Assam (March 2025). Applicants must submit a GST No Dues Certificate or the latest GSTR-3B returns for the last financial year, along with renewal applications.
•The requirement applies to applications filed 120 days before the new financial year.
•The notification is procedural, ensuring alignment with pollution and environmental laws without certifying GST compliance.
•It is effective immediately, subject to post-facto Board approval.
