The State Pollution Control Board, Odisha on April 30, 2026, issued notification regarding the Responsibilities of Bulk Waste Generators under Solid Waste Management Rules, 2026.
The Ministry of Environment Forest & Climate Change has introduced the Solid Waste Management Rules, 2026 (effective April 1, 2026), replacing the 2016 rules and incorporating specific responsibilities for Bulk Waste Generators (BWGs) under Rule 6. These provisions aim to strengthen decentralized waste management practices.
BWGs are now required to ensure four-way segregation of waste (dry, wet, sanitary, and special care), process wet and horticulture waste within their premises, hand over other waste to authorized agencies, register with local bodies via a centralized portal, and obtain an Extended Bulk Waste Generator Responsibility certificate.
To support implementation, an awareness document has been prepared outlining definitions, applicability, duties, responsibilities, and compliance requirements for BWGs. Until the centralized portal by the Central Pollution Control Board becomes operational, entities are advised to register with local authorities and submit quarterly data on waste generation, segregation, processing, and disposal.
The implementation of these rules is being closely monitored by the ministry in compliance with directions of the Supreme Court of India, ensuring effective enforcement and improved waste management practices across the country.
