Secretarial ComplianceThe National Securities Depository Limited (NSDL) on May 04, 2026, issued circular on Updated UNSC Sanctions List and AML/CFT Compliance Requirements.

The NSDL has informed participants about updates received from SEBI regarding amendments to the United Nations Security Council (UNSC) sanctions lists under the 1988 (2011) and related resolutions concerning ISIL (Da’esh), Al-Qaida, Taliban, and associated entities. The update refers specifically to UNSC Note SC/16352 dated April 28, 2026, which amended 17 entries in the sanctions list. Participants have been advised to ensure compliance with SEBI’s AML/CFT guidelines issued under the Prevention of Money Laundering Act, 2002.

The circular reiterates that registered intermediaries must not open accounts in the name of individuals or entities appearing on the updated UNSC sanctions lists and must continuously monitor existing accounts to identify any direct or indirect linkage with sanctioned persons or organizations. The sanctions include measures such as freezing of assets/accounts, denial of financial services, travel bans, and arms embargoes.

Participants have also been directed to comply with the Central Government Order dated February 02, 2021 relating to implementation of Section 51A of the Unlawful Activities (Prevention) Act, 1967. In addition, any de-listing requests received from affected entities or individuals must be forwarded electronically to the Ministry of Home Affairs and Ministry of External Affairs. The circular also informs stakeholders that persons seeking removal from the ISIL (Da’esh) and Al-Qaida sanctions list may approach the UN-appointed Ombudsperson for delisting requests.

Further, NSDL advised participants to regularly monitor updates published on the SEBI website under the “UNSC Sanctions Committee List” section and ensure timely compliance with all AML/CFT obligations and sanctions screening requirements.
