The Government of Maharashtra, on April 30, 2026, notified the Maharashtra Land Revenue (Conversion of Occupancy Class-II and Leasehold lands into Occupancy Class-I lands) (Amendment) Rules, 2026, further to amend the Maharashtra Land Revenue (Conversion of Occupancy Class II and Leasehold lands into Occupancy Class-I lands) Rules, 2025.
The following has been stated:-
•The "Maharashtra Land Revenue (Conversion of Occupancy Class-II and Leasehold lands into Occupancy Class-I lands) (Amendment) Rules, 2026" has a key highlight of the amendment, which is the extension of specific conversion deadlines from December 31, 2025, to December 31, 2026.
•The rules also refine the eligibility for Co-operative Housing Societies, specifically focusing on those opting for self-redevelopment.
•A new category (Entry 4A) is established for societies in the socially and economically weaker section category with flats of 350 square feet or less, setting a conversion premium at 5% or 75% of the land value, depending on the specific timing.
•Furthermore, the amendment adds Rule 4, which allows for conversion even if the land was not used for its original purpose due to court cases or planning changes, provided 10 years have passed.
•Applicants under this new provision must provide an undertaking to use the land for its original purpose and possess a valid Commencement Certificate.
•All such applications must be forwarded by the District Collector to the State Government for prior approval.
•The State Government reserves the right to grant or deny permission based on its review of the recorded reasons.
•Finally, once permission is granted, the District Collector will execute the conversion subject to the premiums and conditions outlined in the principal rules.
