The Union Territory of Lakshadweep Administration on April 27, 2026, issued the Occupational Safety, Health and Working Conditions (Lakshadweep) Rules, 2025.
The Rules have been notified by the Union Territory of Lakshadweep under the Occupational Safety, Health and Working Conditions Code, 2020, replacing earlier rules. They apply across Lakshadweep and govern workplace safety, health standards, and working conditions in establishments.
The Rules lay down detailed provisions for registration of establishments, requiring employers to apply online with prescribed fees based on employee strength. Registration certificates are issued electronically, and deemed approval applies if authorities fail to act within the stipulated time. Employers must also notify commencement and closure of operations within specified timelines.
A significant focus is placed on employer and employee responsibilities, including mandatory issuance of appointment letters, reporting of accidents, dangerous occurrences, and occupational diseases within strict timelines. Employers must conduct annual medical examinations for employees above 45 years and bi-annual check-ups for workers exposed to hazardous processes, maintaining proper records.
The Rules establish a strong safety governance framework, including constitution of the Occupational Safety and Health Advisory Board, Safety Committees in large or hazardous establishments, and appointment of Safety Officers based on workforce size. These bodies are responsible for promoting safety awareness, reviewing risks, investigating accidents, and ensuring compliance with safety standards.
Detailed provisions are included for recognition of “competent persons” who are authorized to inspect, test, and certify buildings, machinery, pressure plants, ventilation systems, and other safety-critical components. Strict qualification, experience, and infrastructure requirements are prescribed, along with procedures for certification, renewal, and revocation.
Overall, the Rules aim to ensure a comprehensive occupational safety ecosystem through digital compliance, preventive health measures, strict reporting obligations, and institutional mechanisms to safeguard workers’ health, safety, and welfare across all establishments.
