The Arunachal Pradesh State Electricity Regulatory Commission (ASPERC) on March 16, 2026, notified the Arunachal Pradesh State Electricity Regulatory Commission (Deviation Settlement Mechanism and Related Matters) Regulations, 2026.
The following has been stated:-
•The Arunachal Pradesh State Electricity Regulatory Commission has notified the Arunachal Pradesh State Electricity Regulatory Commission (Deviation Settlement Mechanism and Related Matters) Regulations, 2026 under the Electricity Act, 2003.
•These regulations apply to all intra-state entities, including buyers, sellers, renewable energy generators, captive generators, and open access consumers connected to the state transmission or distribution system.
•The objective is to maintain grid security and stability by ensuring that entities adhere to scheduled electricity drawal and injection through a commercial deviation settlement mechanism.
•The regulations define detailed procedures for the computation of deviations, scheduling, dispatch, deviation charges, settlement accounts, payment timelines, and responsibilities of the State Load Despatch Centre (SLDC).
•Special provisions have been introduced for renewable energy generators, energy storage systems, hydro stations, and municipal solid waste-based plants, with separate deviation charge structures and settlement methodologies.
•The framework also establishes the State Deviation Pool Account, energy accounting procedures, compliance obligations, penalties for gaming or delayed payments, and empowers the Commission to amend, relax, or issue directions for effective implementation of the regulations.
