The Department of Labour, Employment and Training, Union Territory of Lakshadweep on March 30, 2026, notified the Code on Social Security (Lakshadweep) Rules, 2025.
They shall take effect from April 02, 2026.
The following has been stated:
• The rules provide for the constitution and functioning of the Lakshadweep Unorganised Workers Social Security Board and the Building and Other Construction Workers Welfare Board, with members holding office for three years and quarterly meetings being mandatory. The Welfare Board is empowered to frame social security schemes and welfare measures for workers with the approval of the UT Administration.
• The rules also prescribe procedures for appeals before the Employees’ Insurance Court, including timelines, documentation, and court fees. Detailed provisions have been laid down for gratuity nominations, claims, payment, and dispute resolution. Fixed-term employees completing one year of service are made eligible for gratuity at the prescribed rate. Employers are required to process gratuity applications within specified timelines, and payments are to be made through bank transfer or demand draft, while disputes can be taken before the competent authority and appellate authority.
• The rules further mandate registration of establishments covered under compulsory gratuity insurance. In maternity benefit matters, complaints regarding non-payment or withholding of benefits can be made before the Inspector-cum-Facilitator with a provision for appeal.
• Under employee compensation provisions, employers must deposit funeral expenses in case of work-related death and maintain prescribed records and accident reporting mechanisms.
