The Gujarat Pollution Control Board (GPCB) on May 06, 2026, issued Public Notice on Implementation of Environment Protection (End-of-Life Vehicles) Rules, 2025 and Mandatory EPR Registration.
The Ministry of Environment, Forest and Climate Change has notified the Environment Protection (End-of-Life Vehicles) Rules, 2025 under the Environment (Protection) Act, 1986 to implement Extended Producer Responsibility (EPR) for environmentally sound management of end-of-life vehicles (ELVs). Effective from April 1, 2025, the rules aim to regulate the recycling, disposal, and overall handling of ELVs in a sustainable manner. They apply to producers, vehicle owners, bulk consumers, registered vehicle scrapping facilities (RVSFs), collection centres, and testing stations, covering most vehicle types except certain agricultural machinery.
Under the rules, key stakeholders such as producers, bulk consumers, and RVSFs must register on the CPCB EPR portal and cannot undertake any commercial activities without such registration. Activities conducted outside the portal are strictly prohibited. The rules also prescribe detailed roles and responsibilities for all stakeholders to ensure proper implementation of EPR obligations.
Additionally, RVSFs operating without valid consent are directed to immediately cease operations and obtain necessary approvals through the prescribed online mechanism. All stakeholders are required to strictly comply with the rules, failing which action will be taken under the Environment (Protection) Act, 1986.
