Industry Specific ComplianceThe Bihar Electricity Regulatory Commission (BERC) on May 05, 2026, issued Consultative Paper on Draft BERC (Standard of Performance of Distribution Licensee) Regulations, 2026.

The Bihar Electricity Regulatory Commission (BERC) has proposed the Draft Standards of Performance of Distribution Licensees Regulations, 2026, replacing the 2006 regulations (effective January 22, 2007) and subsequent amendments. The revision aligns with evolving sector requirements, including enhanced customer service standards, technological advancements, and directives from the Ministry of Power.

A key driver for the update is the Electricity (Rights of Consumers) Rules, 2020, which mandate automatic compensation to consumers for service deficiencies and require State Commissions to establish enabling regulations under the Electricity Act, 2003.

Accordingly, the draft regulations have been published on the Commission’s website for public consultation. Stakeholders can submit comments and objections by May 27, 2026, and a public hearing is scheduled on June 9, 2026, at the Commission’s office in Patna.
