The Himachal Pradesh Electricity Regulatory Commission (HPERC) on May 12, 2026, issued the notification regarding the Draft Himachal Pradesh Electricity Regulatory Commission (Promotion of Generation from the Renewable Energy Sources and Terms and Conditions for Tariff Determination) (Eighth Amendment) Regulations, 2026, to further amend the Central Electricity Regulatory Commission has notified the Central Electricity Regulatory Commission (Terms and Conditions for Tariff determination from Renewable Energy Sources) Regulations, 2024.
The following has been stated namely: -
• In sub-regulation (1) the following has been inserted namely: -
o (bb) „Biomass’ means wastes produced during agricultural and forestry operations (for example, straws and stalks) or produced as a by-product of processing operations of agricultural produce (e.g., husks, shells, de-oiled cakes); wood produced in dedicated energy plantations or recovered from wild bushes or weeds; and the wood waste produced in some industrial operations; including such other wastes as may be recognised by the Central Government, as being part of biomass;
o (bc) ‘Biomass gasification’ means the process of incomplete combustion of biomass resulting in the production of combustible gases consisting of a mixture of carbon monoxide (CO), hydrogen (H2) and traces of methane (CH4)
Objections or suggestions in this behalf should be addressed to the Secretary, Himachal Pradesh Electricity Regulatory Commission within 30 days.
