The circular mandates that all clearing members must conduct a Cyber Security and Cyber Resilience Audit for the financial year ending March 31, 2026, in accordance with the applicable IFSCA guidelines and master circulars. This requirement applies based on the prescribed framework and applicability criteria for regulated entities operating in IFSCs, including broker dealers and clearing members.
Clearing members are required to submit the audit report along with management comments within 90 days from the end of the financial year. The submission must be made electronically through the IIEFS (INDIA INX Electronic Filing System), and it will be considered complete only after submission to the Clearing Corporation and receipt of an acknowledgment email. Additionally, the same report must be emailed to IFSCA within 7 days of submission to the Clearing Corporation, with copies marked to the relevant exchange authorities.
The circular also specifies annexures related to auditor selection norms and declarations, and notes that a user manual for submission will be available on the IIEFS portal. It further outlines penalties for delayed or non-submission, including daily monetary penalties for delays up to three months and eventual suspension of trading facilities if the report is not submitted within the stipulated extended timeline.
