The Ministry of Law and Justice (MoLJ), on May 25, 2026, promulgated the Andaman and Nicobar Islands Fire and Emergency Service Regulation, 2026 to establish a comprehensive legal framework for fire prevention, fire safety measures, emergency response services, and the administration of the Fire and Emergency Service in the Union Territory of Andaman and Nicobar Islands. The Regulation has been promulgated by the President under Article 240 of the Constitution and will come into force on a date to be notified by the Administrator.
The Regulation renames the existing Andaman and Nicobar Fire Service as the Andaman and Nicobar Islands Fire and Emergency Service and provides for its structure, administration, powers, functions, and personnel. It vests the superintendence and control of the Service in the Government and prescribes a hierarchy comprising the Director, Additional Director, Joint Director, Deputy Director, Fire Officers, and other firefighting personnel. The Regulation also lays down provisions relating to fire stations, emergency response, fire safety measures, inspections, and enforcement mechanisms.
Further, the Regulation aims to strengthen fire prevention and life safety standards across various buildings and premises in the Union Territory by introducing a dedicated regulatory framework, defining the roles of fire authorities, and providing for compliance, monitoring, and coordination with local authorities and emergency services. Employees of the Fire and Emergency Service shall continue to be governed by the applicable Central Civil Services Rules in respect of service conditions and allied matters.
