Industry Specific ComplianceThe Industries & Commerce Department, Govt. of Haryana on May 27, 2026, issued the Haryana Pharmaceutical and Medical Devices Manufacturing Policy, 2026.

The following has been stated:

• The policy aims to position Haryana as a leading hub for pharmaceutical manufacturing, medical devices, clinical trials, bioequivalence studies, and healthcare-related industries. The policy seeks to attract ₹10,000 crore of investment and generate around 20,000 employment opportunities in the sector. 

• It provides a combination of fiscal and non-fiscal incentives to encourage the establishment and expansion of pharmaceutical and medical device manufacturing units in the State. Eligible units are offered capital assistance ranging from 20% to 30% of the eligible investment, subject to a maximum of ₹200 crore per unit, along with operational assistance of 50% to 80%, capped at ₹20 crore per year. The policy also supports research and development, quality certification, testing infrastructure, industrial clusters, and export promotion. 

• Special provisions include facilitating women’s employment in night shifts, declaring eligible units as essential services, and providing fast-track approvals for approved drug formulations. 

• The policy is intended to strengthen Haryana’s healthcare manufacturing ecosystem, reduce dependence on imports, promote innovation, and enhance the State’s competitiveness in the pharmaceutical and medical devices sectors. 

• The policy will remain in force for five years from the date of notification.
