The Indian Nursing Council (INC), on May 29, 2026, issued guidelines governing the conduct of inspections, communication with nursing institutions, surprise inspections, and the ethical conduct of inspectors. The notification clarifies that inspections shall be conducted only for applications duly accepted by the Council and that institutions are required to fully cooperate with scheduled inspections. Refusal, postponement, or non-cooperation without valid reasons may be construed as evidence of inadequate facilities or infrastructure and may attract regulatory action.
The guidelines further provide that all official inspection-related communications shall be issued only through digitally signed communications from the designated inspection email ID. In the case of surprise inspections, no prior notice is required; however, inspecting officials must carry authorised credentials that can be verified with the Council. The notification also cautions institutions against relying on unauthorised or fake communications and directs them to report any such instances to the Council immediately.
Additionally, the Council has reiterated that inspectors are not authorised to seek money, gifts, hospitality, favours, or any other consideration from institutions. Nursing institutions have been directed to promptly report any such demands to the Council, which will maintain confidentiality and take appropriate action. At the same time, false or malicious complaints intended to obstruct inspections may invite disciplinary action. Non-compliance with the notification may result in serious consequences, including recommendations for withdrawal of recognition or suitability under the Indian Nursing Council Act, 1947.
